I found it two weeks ago. It's a fractal flame editor named Apophysis. I haven't yet figured it out, but I love it :).

But there are others that you are only allowed you to use them for non commercial projects. Its a matter of having patience to hunt them down.

I was having trouble with my book cover. As much as I love it and think it fits great, its for personal use only. So I've been looking for commercial use for free or a small fee. Haven't found anything yet though. But I'm not giving up!
Have a look at this site as well. Make sure they it is set on 'Free Photos'.
Ooooh well the format is a bit of a problem.... well I may just start a tumblr website to add all the photos and the links or a new photobucket account so you guys can just get them from there. I will try to post on stock that is unrestricted meaning that it can be used commercially.
The direct links to the deviant art profiles work. It is also good to put the creator's link, so that people can comment and thank the artist. It's also less hassle for you :).
But if you want to put them on your photobucket account, it works as well.

The only fault I find with the format, is you can't edit the thread. They are supposedly working on it.
